Scotland’s First Regional Marine Plan Sets Course for Shetland’s Seas

Scotland’s first regional marine plan has been published, setting out how the seas around Shetland will be managed to support communities, protect marine life and respond to climate change.

The Shetland Islands Regional Marine Plan provides a new framework to guide decisions on marine activity up to 12 nautical miles from the coast.

The plan covers a wide range of activity, from aquaculture and fishing to renewable energy development and marine infrastructure.

It has been developed by the Shetland Islands Marine Planning Partnership following extensive engagement with local communities, industry and stakeholders.

The aim is to ensure Shetland’s waters remain clean, healthy and productive while recognising the central role the sea plays in island life.

The plan includes guidance on protecting sensitive marine habitats such as maerl beds and horse mussel reefs, as well as internationally important seabird colonies and seal populations.

It requires climate change impacts to be assessed for new marine developments before they proceed.

The framework also sets expectations that aquaculture and renewable energy projects should deliver clear benefits for local communities.

Developers and marine users will be expected to consider impacts on communities, protected species and habitats as part of decision making.

Cabinet Secretary for Climate Action and Energy Gillian Martin said:

“Shetland has a rich maritime heritage and its seas are vital to the local economy, culture and way of life.

“This plan demonstrates how local knowledge and national priorities can work together to protect the marine environment whilst, crucially, supporting our island communities to thrive.

“Shetland’s approach to marine planning sets a strong example for sustainable development across Scotland.”

Dr Rachel Shucksmith of the Shetland Islands Marine Planning Partnership said:

“The Shetland Islands Regional Marine Plan ensures Shetland’s unique character and the importance of the marine environment to the islands’ economy, culture, and way of life is recognised in the marine planning process.

“It is built on a strong base of local evidence, gathered through collaboration with the Shetland community, industry partners, and local organisations.

“The plan will support the sustainable management of Shetland’s seas, enabling local data, knowledge, and values to be considered within decision-making.”

The plan marks a significant step in devolved marine management, placing local knowledge at the heart of how Scotland’s seas are used and protected.

It is expected to influence future marine planning in other coastal and island regions across the country.
