Highland’s First Draft Promise Plan Welcomed by Council

A draft plan outlining Highland’s commitment to achieving the goals of The Promise for care-experienced children and families has been reviewed by the Health, Social Care and Wellbeing Committee.

Committee Chair, Councillor David Fraser, emphasised the responsibility of corporate parents, service providers, and local partners to support young people.

He welcomed the plan’s approval, noting that an annual progress report will be submitted to the committee for ongoing scrutiny and assurance.

The Promise is a national pledge ensuring Scotland’s children grow up loved, safe, and respected, with the Scottish Government’s #KeepThePromise commitment receiving cross-party support in 2020.

The Highland Council, alongside organisations across Scotland, has pledged to uphold this commitment.

The Highland Promise Plan (2025-2028) was commissioned by the Promise Board, a multi-agency partnership focused on corporate parenting.

The draft plan will also be presented to the Integrated Children’s Services Board on 28 February for further review.

Feedback from both committees will be incorporated into the final version before implementation.

Once finalised, the plan will be delivered through corporate parenting partner groups, with oversight from the Promise Board to ensure progress.
