Local MSP Expresses Concern Over Healthcare Conditions in Oban Police Custody Suite

Ariane Burgess, Scottish Green MSP for the Highlands & Islands has expressed profound concern following the publication of a recent report by HM Inspectorate of Constabulary in Scotland (HMICS) and Healthcare Improvement Scotland (HIS) on the healthcare conditions at the police custody suite in Oban.

The report highlights significant disparities in the standard of healthcare provided to detainees in Oban compared to other custody centres within the same police division.

“I am deeply troubled by the findings of the HMICS and HIS report regarding the healthcare conditions at the Oban police custody suite.

“The lack of essential emergency equipment, inadequate record-keeping, and non-compliance with infection control standards are unacceptable and must be addressed immediately.

“The way we treat individuals held under the care of the state speaks volumes about our values as a society.

“It is imperative that anyone in custody has access to appropriate healthcare and assessment.

“The current conditions in Oban not only fail to meet basic healthcare standards but also undermine the dignity and rights of those detained.

“Argyll and Bute Health and Social Care Partnership (HSCP) and NHS Highland must take swift action to implement the 14 healthcare-related recommendations made by the inspectors.

“Furthermore, it is crucial that we establish an effective governance system to oversee healthcare delivery within the Oban custody centre.

“Consistent, evidence-based care must be provided, particularly for individuals withdrawing from substances, and life-saving Naloxone kits should be made available to detainees upon their release.

“The findings of this report are a stark reminder of the urgent need for improvements in our custody healthcare system.

“In particular, I’d like to see police officers aligned to the custody suite complete trauma-informed training, as has happened elsewhere in Scotland.

“Trauma-informed approaches recognise vulnerability in those in police custody and seek to reduce potential re-traumatisation.

“The custody suite is a critical juncture, where timely and appropriate referral to services has the potential to positively impact the lives of those detained.

“I will be closely monitoring the progress of these recommendations and advocating for the necessary changes to ensure all detainees receive the care and respect they deserve.”
