Moray Growth Deal Projects Begin Taking Shape Across The Region

Several flagship projects backed by the Moray Growth Deal are entering a new phase of development as construction activity increases across the region.

The latest annual report on the £100 million investment programme highlights 2025 as a year focused on planning and preparation, with 2026 expected to bring visible progress as projects move firmly into delivery.

Among the developments gathering momentum is the South Street project in Elgin, which will provide new affordable housing alongside a Business Enterprise Hub designed to support local companies and entrepreneurs.

Preparatory work and site clearance were completed earlier this year and contractors Robertson have now begun construction work.

Progress is also continuing within Elgin’s Cultural Quarter, where investment is aimed at strengthening the town’s cultural and economic offering.

Renovation works at Elgin Town Hall are advancing, with structural steel now being erected for a new rear extension as part of the redevelopment.

At nearby Grant Lodge, design work has reached an advanced stage and planning applications have already been submitted.

The annual report also noted that the Manufacturing and Innovation Centre Moray project was on schedule at the time of publication and has since been completed, with services now operational.

The Moray Growth Deal is intended to support economic growth, create employment opportunities and encourage investment across the region through a series of major projects spanning infrastructure, innovation and regeneration.

Council Leader Kathleen Robertson welcomed the progress being made and said communities would soon begin to see the benefits of years of planning work.

“After a period of planning and preparation, it is fantastic to see key regeneration projects move into delivery.

“Real and visible progress throughout Moray takes us closer to the creation of new and meaningful opportunities for residents and businesses in the area.”

The report also acknowledges that large scale developments can present challenges as projects move forward.

Work with partner organisations is continuing to address potential issues and ensure schemes remain on track.

For communities across Moray, the coming year is expected to bring increasingly visible signs of change as cranes, construction teams and completed buildings begin to demonstrate the long term ambitions behind one of the region’s largest investment programmes.
