Highland Council Gathers Public Voice on Visitor Levy as Next Steps Begin

Thousands have had their say on the potential introduction of a visitor levy in the Highlands.

The public consultation has now closed after drawing in a strong response from communities, businesses, and individuals.

Highland Council Convener Bill Lobban extended his thanks to everyone who took the time to share their views.

A mix of webinars, drop-in events, and public meetings helped people across the region engage with the issue.

Nearly 4,000 responses were received, reflecting the depth of feeling the topic has stirred.

Councillor Lobban acknowledged the passion and variety of opinions expressed.

He said the volume of online submissions shows how important this conversation is to local people.

He highlighted the importance of the visitor economy to the Highlands and the increasing pressure it places on local services.

Many of the services visitors use are not statutory obligations for the Council to provide.

With public funding under pressure, the Council is exploring ways to maintain these services for both visitors and residents.

He emphasised that revenue raised through a levy could be reinvested in local communities.

He recognised there are divided views on the issue and said no decisions would be made lightly.

The Council’s aim was to collect as wide a range of opinions as possible to inform future action.

Next steps include a thorough review of the consultation responses.

There is no set date for when the findings will be presented to councillors or discussed at committee level.

Engagement with accommodation providers will continue through the Visitor Levy Reference Group.

This group will help shape the proposal and work through concerns raised during the consultation.

The conversation may be paused, but it is far from over.
