A cherished part of Elgin is set to be transformed, with the long-awaited redevelopment of Cooper Park now officially approved.
The former toilet block will become a new café with indoor and outdoor seating, creating a warm and inviting space at the heart of the park.
New public toilets will include a fully accessible Changing Places facility, making the park more welcoming for all visitors.
The pond will also be restored, with plans to improve water quality, support biodiversity and add accessible paths, planting and seating.
These upgrades aim to create a more vibrant park, where people can spend time together, explore nature and enjoy the outdoors in comfort.
By improving facilities and accessibility, the redevelopment is expected to attract more people into the park and help boost the wider town centre.
Chair of Moray Council’s Economic Development and Infrastructure Services Committee, Councillor Marc Macrae, welcomed the decision.
This approval marks a major step forward in bringing our ambitious vision for Cooper Park to life, he said.
The redevelopment will celebrate the park’s heritage while creating new opportunities for recreation, culture and community activity.
The project forms part of Moray’s Levelling Up Fund programme, supported by UK Government investment to enhance infrastructure, support jobs and improve everyday life.
Detailed design work and procurement are next, with completion expected by autumn.
Construction is due to begin in early 2026.
