Young islanders aged 19 to 21 will soon be eligible for free ferry travel to the mainland.
From 23 June 2025, this age group can apply for concessionary ferry vouchers if they live on islands in Orkney, Shetland, the Outer Hebrides, North Ayrshire, Argyll and Bute or the Highland Council areas.
This move expands an existing scheme already helping 16 to 18-year-olds and full-time volunteers under 25.
Eligible applicants will receive four single or two return ferry trips each year.
The announcement is part of the Scottish Government’s 2025–26 transport budget commitments.
It follows last year’s pledge in the Islands Connectivity Plan to create more sustainable and affordable ferry services.
The plan already delivered free inter-island ferry travel for under-22s in Orkney, Shetland and the Western Isles.
Cabinet Secretary for Transport Fiona Hyslop said the scheme aims to open up opportunities for young islanders.
She highlighted the importance of affordable travel in accessing work, education and staying connected with family and friends.
Hyslop said the vouchers are another step toward creating equal opportunities between island and mainland youth.
She emphasised the Government’s wider commitment to building the economy by supporting young people.
Islanders under 22 are also eligible for free bus travel across Scotland, a benefit many are already using.
The Government confirmed it will keep the possibility of further ferry fare reductions under review.
Hyslop acknowledged that island communities want more comprehensive free travel options.
